Microsoft never released .NET Framework 4.3. The versions jumped from 4.0 → 4.5 → 4.5.1 → 4.5.2 → 4.6 → 4.6.1 → 4.6.2 → 4.7 → 4.7.1 → 4.7.2 → 4.8. This post explains how to handle what a user might be looking for (often a 4.5.x or 4.8 variant) and how to get the correct offline installer.

If you have a poor internet connection, the Web Installer often times out or fails mid-download, requiring you to start over. Since the Offline Installer is a single executable file, you can use a download manager to pause/resume the download. Once it is on your hard drive, the installation is local and won't fail due to network latency.
