  3. Municipal Services: Does the city enforce these laws? This looks at the presence of a Human Rights Commission and the availability of LGBTQ+ liaison services in the police department and the mayor’s office.
  4. Law Enforcement: This measures the city’s approach to public safety, tracking hate crime reporting statistics and the implementation of non-discrimination policies within the police force.
  5. Leadership on LGBTQ+ Equality: This is a "bonus" category. It acknowledges city leaders who publicly advocate for LGBTQ+ equality, even if the state government is hostile toward such policies.
